Airstrikes on Civilians by Myanmar’s Military Junta Ahead of Sham Elections
As the Myanmar military junta prepares sham elections in December 2025 and January 2026, it has intensified airstrikes on civilians in resistance-controlled areas throughout the country. Fortify Rights documented 12 aerial attacks targeting civilians and civilian areas (including schools, churches, and medical facilities) between June and September 2025 in Karenni State and on the Karenni-Shan State border. These deliberate attacks may amount to war crimes under international law.
This report provides evidence of those attacks and calls on the international community to end the military junta’s impunity by imposing an immediate global embargo on aviation fuel and weapons, strengthening sanctions, and referring the situation in Myanmar to the International Criminal Court.
